They didnt mandate it on themselves. But as a person from that country, you can stand up and change the law from within. Its within your right as a citizen. Talking about America now right? Theres a difference between an individual and you both being American. My point was its not vastly different, government and the people, when the government is exactly run by those people. Instead of just saying "the government did this!", say "the government run by us did this!"
Ok, so I understood it correctly and unfortunatelly I still disagree with you. It is almost impossible to change what the govt does, sometimes even uprisings and massive protests don't work. So many examples of that.
First it "works" and I'm using the term in loosest way possible, extremely slowly (imagine launching initiative to change laws while being handled to those nice showers in our brand new work camp) and second in best case scenario it works for some majority of people. By definition it doesn't work for rest.
