FWIW, I tend to take a dirigiste approach, I'd argue for the state to just build units at this point, but I suspect while France would pull it off, the Germans would somehow screw it up with planning, and the US would either be too cheap, overpay, or not build any because the locals fight off the project and the people who support it would never support build it in a greenfield location.
