Why is an uninterned symbol used for IN-PACKAGE and not a keyword or a quoted symbol?

(in-package #:my-package) vs

(in-package :my-package) vs

(in-package 'my-package) ?

In what other cases would I use an uninterned symbol instead of a keyword symbol?
