Sometimes you will see things like *up to 80% off" but it might be one item and everything else is 15% off, or the 80% is only available if you also sign up for a credit card or something.

Another thing I have seen is raised prices on items some weeks or months prior and then the "sale" price is what it normally was before the mark up.
