I'm saying this in regards to single act. Not judging person as a whole.
If you are doing conscious decision and explaining it to yourself that you've picked 'lesser evil' it's just lying to yourself to trick your conscience.

Good and evil is completely subjective.
To a mouse who is getting attacked by a cat, it must seem like a mega demon of pure evil.
To the cat, the mouse could be a means to provide nourishment to its kittens.
People are no different. Perception is different for all people.
For someone to win, another must lose.
There is no objective good or evil IMO.
