SOMEONE WHO WRITES SOMETHING DOWN ON PAPER

THOSE WHO BELIEVE THE AMERICAN LIFE IS UNDER ATTACK

Basically anyone with a sound mind who sees that what is happening around them is not normal and does something about it is a domestic terrorist. Someone that values privacy and doesn't want the government putting their nose everywhere.

Conclusion: If you are not a domestic terrorist you are part of the problem.

It is quite normal for a package of laws to bear the opposite name to its objective. The patriot law does the opposite of what a patriot would do.
