Ecash mints are glorified custodial mixers. Any mint with significant volume will be a target for governments.

Mints have to have deposits to issue ecash. So, just track the deposits on chain.

So there's no final settlement with a mint? A mint is a layer 3 credit? TBF I haven't researched but I always heard Mints were a layer 2 tech.
