Did Bukeles IMF deal entail bitcoin being withdrawn from legal tender (no cap gain) status?

I'm not 100% but I don't think that's the case. What he had to concede was businesses over a certain $ amount no longer HAVE to accept #BTC by law anymore.
Still legal tender but before big businesses didn't have a choice to accept or not, now they do.
