If it was US exports, wouldn't it be required to do that for all stores? Why specifically French?

Last time I published an app, a few years ago, it was required for all stores, I didn't see anything France specific.

there is now a france-specific popup for iOS apps when you click publish in appstoreconnect asking about the type of encryption used in the app
