I have never heard "steam whistle" used as a turn of phrase before, and AI and search engines are being useless. I have found an article that uses it in passing, contrasted with "dog whistle politics", but I still cannot infer the meaning of it. Can you expand?
I'd prefer to leave it up there as it is and let people interpret it as they wish.

I guess my inference is that it is overt (deliberate, clear) signaling as opposed to covert (only some can hear) signaling. Perhaps indicating a shift in the overton window.
