That stupid reply-guy is starting to seriously bother me. I don't read replays anymore. That's a thread for onboarding. I'm sure relay operators could block their IP range. It shouldn't be hard to figure out at all.

Why don't they? It multiples system load and bothers users.

I don't know. At this point I'd guess those still getting spammed are using relays that are not very well monitored or maintained. Their owners may not use Nostr that often any longer.
