Hong Kong Completes Article 23 Legislation Amid Controversy and Support

Hong Kong Chief Executive John Lee Ka-chiu met with Xia Baolong, director of the Hong Kong and Macau Affairs Office (HKMAO), in Shenzhen, just two days after the passage of the Article 23 national security law. The meeting, which was announced by the administrative agency, was attended by Secretary for Justice Paul Lam Ting-kwok, security chief Chris Tang Ping-keung, and Director of the Chief Executive Office Carol Yip Man-kuen. Four HKMAO vice ministers and Xia Baolong, who also serves as director of Beijing's liaison office in Hong Kong, were also present. Xia had previously visited Hong Kong to discuss the proposed Article 23 law. The new national security law, which consists of 39 offenses divided into five categories, is set to take effect on Saturday .
