Is denying notification permission enough? Does denying not allow Apple or Google to see the notification data or just stop us from seeing the notification?

On Android, not having GSF is the only way to be sure. Someone could look at AOSP to see if OS API for disabling notifications preventsi them from registering with GSF but I doubt it. GSF/Play is not open source.

Not sure but since these are centralized systems, it would decrease load and save money to stop the notifications early in the pipeline, so maybe. Of course of the data is needed for surveillance then that could change the requirements. It may be possible to figure out more looking at the features provided by each push notification system.
