I should probably have been more specific: I meant a client that lets me add a relay without publishing it publicly.

https://syusui-s.github.io/rabbit/ rabbit uses a locally stored relay list if I'm not mistaken.
Several NIPs include provisions for sharing relay data. It would be possible to write a client that ignores these requirements. I don’t know if it has been done.
