Gov’t gateways?
I like this theory. Same concept as the looters creating govt devised gateways in and out at stores.

Like you won’t be able to go in and out of retail and grocery stores without govt clearance. They foment/allow the looting so that the citizenry begs for protection against the looters. Enter approved checkpoints in and out of places.
