Only if the majority of hash powers on Mars.

A planet based sidechain will solve the problem with today's consensus rules.

No, bitcoin denominated sidechain like liquid, or potentially a bitcoin denominated drivechain (requires consensus changes)

Yes, you might want to slightly increase HTLC timeout though.
