As the trx fee will keep going up with more adoption, how could lightning network and liquid network play a role in lowering fees?

Does swapping from L-BTC to on-chain BTC has lower fees?

LN fees are a long on chain fees.

You open channels when fees are low with the belief they will go higher in the future.
