It doesn't settle in dollars. And often the articles and portrayal is it settle this much value in $.
Which it didn't. Satoshis moved. Someone put a price on it.
Unless specifically referring to sale and conversion back to dollars, which I would argue can never be settled until cash in hand. Banks can arbitrage whatever shittery they want.
