Agreed.

An exception is when you are working as a freelancer it sometimes pays off to over-deliver. A client may ask for a certain amount of content but may change their mind and want more when they are offered quality extras. If a product developer sees a chance to sell more products they are inclined to do so as far as their budget allows.

Absolutely. It all depends on the relationship you have with your contractor and how much time you have available. In same cases it makes sense to over-deliver and in others it doesn't.
