for the culturally un-educated, this emoji has a specific meaning to italians:

it's sorta like "mostly agree but actually you are wrong on important details"

in english speaking places it is almost like a common gesture for "only cash" or "pay me" relating to the way you can manipulate a wad of bills like you might with a wad of playing cards to show off the numbers on the edges... i personally think it isn't really anatomically accurate because the money-gesture would feature the thumb rising above the fingers more to indicate the rubbing motion

"Italians" is an artificial creation, a venitian person has nothing to do with someone from Puglia or Sicily, the same way from Trentino and Liguria...

i believe that the gesture originates in the south, rome, sicily, naples... it's most widely known due to the immigrants in New York and their big presence in the movie business relating to that, and i believe they are mostly from the southern regions

i'm not ignorant of the differences, i have been in italy for a whole month walking around and saw rome, nettuno, avezzano, popoli, forlimpopoli, rimini, bologna and venice, i know they are all very different, i like the southern people better, and for me bologna was the most unpleasant and fascist shithole in the country... venice seemed extremely industrialised, and very smelly canals

I agree with you in all, but Bologna is known as one of the most communist cities in Itlay, full of commies-radical-chic leftists (but fascist is equal to communist on a more deep layer, so you are still right someway).

it was the private property signs, i got stuck in some kind of little house neighbourhood between the train lines, the bicycle paths were insane and everything was ugly

i guess for me there is no real difference between socialisms but after all, Mussolini was born nearby

oh yeah and the people drove like maniacs

and yeah, there was this computer shop lady i encountered, asking about repairing my phone, she was likek a fucking school principal

not totally correct, this emoji (and gesture) is mostly a "what are you saying?", a sort of "I dont understand your requests or what you are saying in general", but with an added layer to say also "you are wrong, I dont understand what you say cause you are saying all bullshits".

Also can be used with the phrase "what do you want?" to answer to someone who is talking about you and you dont agree with what he is saying (or just dont like the fact that hes referring to you). Is like implicitely saying "I dont understand why you are referring to me but I dont like that, stop it..."
