I doubt this will relly help in such a scenario. The few people who encrypt their files by themselves or via using other os will stick out from the mass and be declared as potential terrorists etc. so they will simply come after everyone with pegasus etc.
Encrypted to keep data from malicious actors but give big brother a key? Some of us consider big brother to be a malicious actor. We all need to hone our skills.
