WHY DONT THEY MAKE A SLEEPING PAD THATS PART OF THE SLEEPING BAG
LIKE THE TWO ARE JUST ONE ITEM

They do. Inflatable ones. They are expensive though. Better off just getting a bag and inflatable pad separate
THEY MAKE SLEEPING PADS THAT TUCK INTO SLEEVES ON THE BLANKET OR ARE HOOKED AROUND BY A QUILT, BUT COMBINING THEM PERMANENTLY WOULD JUST BE AWKWARD
Maybe because the pad gets dirty and the bag is easier to wash this way, plus you can roll over on the pad in your bag, if they were the same you wouldn't be able to roll over at all, you would be stuck in one position or have to move inside the bag without turning it. I don't see much benefit in combining the two.
Zen bivy is kinda close to that
