They probably should (Coracle doesn't)
Gossip doesn't. It just sends to every relay it ever successfully connected to that isn't marked as "don't connect". In my case, that is some subset of 1527 relays.

there needs to be three layers
secret, private and public
public discussions need to be blastr - no, blossom, in fact!
private discussions (eg communities) need outbox
secret (between two) need a rekeying scheme and a HD keychain
i think if you all let that percolate through your brainboxes for a while you'll see that this is a key distinction that would make architecture of nostr so much simpler to understand
