At the time of wa inception, the European wireless market was fragmented and expensive enough to drive users to a messaging platform to communicate effectively. The wireless system in the us was comparatively cheap and effective at the time so not a motivator.
In the us with signal it was a growing awareness of the egregious security issues with a FB owned messaging app that motivated signal adoption. Avoiding the zuckerpunch.
