I have a close relative who thinks that if he lies A LOT then some of the lies will hit, even if most don't. He doesn't go to the effort of making them believable based on facts - he makes up for it with sheer quantity.

Something similar is going on with the regime. Unfortunately, it works on at least half the population. They don't care to look closer and collect facts and form their own opinions. They can't handle the sheer number of lies - not even 'good' lies, just a volume that overloads them. I think its understandable - that was me too, at one point.
