My understanding is that when you disturb the aether in a specific way, the 'ripple' created is visible to us in the form of light. Using the right combination of frequency and vibration, as Tesla put it, is how we are able to modulate the aether, and what he based his inventions on.
Once you have light, at the right frequency you can make lasers, which are coherent light (in phase). There was at least one experiment I heard about where they used lasers to create hydrogen, or essentially manifest matter, which suggests that matter (hydrogen being the fundamental element) is very high frequency coherent light, and atoms are compounded hydrogen (still high frequency coherent light).
Aether is pure potential energy in its natural 'rest' state, and loss of that energy via the dielectric field manifests as magnetism, which in this world is always the toroidal geometry, and magnetism is what holds it and everything in it together.
