some things need to be broadcast, some need to be sent to your outboxes, others need to be sent to your counterparty's common in/outbox, or ideally, to their personal relay

Using Tor means putting hops between users and media servers. Does that decrease censorship resistance too?

Are you certain that there’s no way to increase privacy without adding hops?
