How hard is it to hard code into these relays to pull data? As in, if we wanted to build a client or client-like app?

depends on your objectives for that new client. Just look for a NDK (Nostr Development Kit) for your preferred language. Just connecting to a relay and reading events is quite simple.

Super helpful, thanks a bunch. So say you wanted to build a Relay connector service. 1 relay, read events only. Do effectively nothing with them, say log in DB or something for future service use.

How much time to build for 1 relay? And then, how automatable for each subsequent relay? Same amt of time per relay, or say half or quarter time for each additional relay?

just checkout running a relay, e.g. https://github.com/hoytech/strfry . One of the basic functions of a relay is to listen or talk to other relays to spread more notes. One could run a relay in a only listen mode, just to record notes.
