I'm planning to develop a #nostr library, and I'm going through the NIPs to figure things out. Am I correct in understanding that NIP-01 specifies ALL base fields for an event and that no other base fields should be included? I've looked through a whole bunch of the rest of the NIPs, and it seems like most have opted to include any extra fields as part of the value of the contents field.

Or does NIP-24 actually add new base fields? I accidentally overlooked that one, and it's unclear without an example, but it seems to be discussion optional additional base fields in events.
