If you have a specific stock in mind .. you can always but PUT options .. PUT means you buy the right to sell stocks to someone at a strike price before a strike date ..

No .. you can do options in any popular broker. ..even robinhood ..I guess .

Make sure the option has enough volume .. else you will end up holding the bag without a buyer
