Clients can't ban users. Only relays can, and only from that particular relay. Clients CAN hide certain users' posts, but only on that client, and they generally only do so as a service to their other users. For instance, by hiding spammers, NSFW content, or users that your follows have reported or muted. The best clients will also have settings to turn such filters off if you so choose.
