You mean that it will be too expensive for any actor because of the cost of the proof of work mechanics?
I am saying if a state actor was griefing bitcoin, their budget would be significantly larger and that would be sustainable. But that is also a phenomenal waste of time and money to only temporarily hobble bitcoin. You might see people simultaneously agitating for a fork at the same time.
