The difference between democracy and anarchy is that in democracy the majority impose it's will on minorities. That is not necessary in anarchy. I can't think now any good example. I hope you get the difference.

Btw there is another word for the chaotic situation that impunity causes and this word is ασυδοσία which i cannot translate accurately in English but it means that you don't give report to anyone. Btw because of ασυδοσία, i am not a liberal, since liberal economy tends to it, meaning that economy needs rules, so free economy, that liberals propose when it comes to economics, tends to impunity.
