His whole shtick is being unpredictable. Half the things he says he has no intention of doing (which half I'm not sure of though). His on/ off tariffs in perpetual pause hanging like the sword of Damacles above countries is meant to put them under stress and cause them to make less rational (but more favourable the the USA) decisions.
