I gotta say, this is really bad decision coming from a real estate developer.
They would have to demolish everything and rebuild from the ground up. All the concrete is compromised due to the salt air environment and it hasn't been maintained at all since 1963.
It's a great location for a prison but damn, the sheer expense for the limited occupancy.

Would be smarter to develop a niche hotel on the island for tourism ( relatively smarter...still a bad fking idea )
