Not exactly. Anyone has at least 51% majority of PoW hashrate can modify the protocol, so any other nodes, who don't implement the new protocol remain in minority. So there is a method to create more bitcoin than 21m. Luckily it is only theoretical now, but the Chinese has enough has power to do this.
