Sure can! It's better to organize locally. You need good visibility.

Note there are no tokens or reward scheme like in Helium, it's purely voluntary network.

What's needed to do it?

I have a radio antenna on my roof and I live at 4k feet over Sea Level

You need a phone, a LoRa module (Lilygo 2.1 for frequency in your country) and some time and patience.

But most importantly - you need peers around you to communicate with. So I would actually start by going to a Bitcoin meetup or some local hackerspace, check what people are interested in, check who you see from your roof and build the network with them.

Also - your radio antenna probably won’t do, you need a specific antenna for a specific frequency.

It is not plug-and-play and will have little usability if you are doing it alone.
