Did you try tailscale support? I know other people had problems as well with it hanging and not restarting.
You can SSL to UmbrelOS and stop it via command line, you can restart it or uninstall it

was able to remove it throug the Manage Apps button and just hit the little X on the top right of the icon. not sure how i didnt see that before.
