So many legit accounts following the annoying spam bots (HiddenMind, CosmicWhispers etc.).
I don't get it, maybe they already get so many notifications they don't mind being unfollowed and followed by them every time they write a note?

I may be too self-centred and making up reasons, but IMO this is so that scammers can break into WoT. I.e., have a few "harmless" follow bots liking everybody's content, get a few folks to follow them back, and hence obtain write access to WoT relays. On most relays, three followers in the WoT are enough. Then use these harmless accounts to follow the "Tinas", "I have a bitcoin-related proposition for a select group of investors", and "Bitcoin Girl ready for action" pubkeys and Bob's your uncle... Access to almost all big WoT relays until the relay operator manually blacklists these pubkeys. Then you just start over with new follower bots.
Folks are unfortunately starved for attention. It's hard to break into Nostr. Follow bots give users a bit of "regular social media" dopamine, and some are unaware that they are bots. We (me specifically) should do a better job of interacting with new users. The problem with WoT is that it gets comfy, and you start avoiding looking at public relays. I just did this for the first time in a couple of weeks and had a gazillion likes from "Bible Quotes". I probably blocked HiddenMind and CosmicWhispers at some point, but there are always new bots.
