Mac mini imo. Pis In general have limited CPU power. 1.8ghz in the pi 4.

Also, it seriously depends on what you're trying to do with it. If you're trying to do like a self-hosted password manager or something via start9, then the pi would probably be okay. But even then, the limited computing power in the pis are not really worth it.
Especially if you're trying to run a Bitcoin node, use the Mac mini.
