If you mean: store files on relays, there’s been interest but not any great solutions yet that’s I’ve seen
If you mean something like Nostr.build where it is compatible with Nostr but not stored on relays, then yes.
Trouble with storing on relays is they’ll get bloated and expensive to operate and possibly make Nostr more centralized (harder for people to run small relays at home)
Dropbox file hosting alternative? Not sure, but I think there is a ripe opportunity for someone to add nostr sign in to Nextcloud and enable other users to upload their files. Other than that - nostr build for images and video. https://nosbin.com/ would be the pastebin alternative.
