I am saying if a state actor was griefing bitcoin, their budget would be significantly larger and that would be sustainable. But that is also a phenomenal waste of time and money to only temporarily hobble bitcoin. You might see people simultaneously agitating for a fork at the same time.

But according to nostr:npub10vlhsqm4qar0g42p8g3plqyktmktd8hnprew45w638xzezgja95qapsp42 the unspendable UTXOs can accumulate and make ordinary nodes hard to use, which could render the network less decentralised? Or have I misunderstood something?

Yes, but that is not in the immediate future. Enough time to patch nodes to allow for cEnSOrsHiP, if it becomes a sustained attack
