How do you pick and choose relays? I never figured out a good way.

Good idea!
Paid relays are not a panacea. More about who runs them and if they are a single point of failure. Better to host own relay than pay to access one.
Oh of course, my issue is that I need to first run bitcoin core, then lighting, then host my relay
