Look at where it's located and what it's holding up. The whole structure will collapse if you remove it. Bitcoin's purpose (to finally remove the need for trusting other people with your property) will fail big time if regular folks don't own their own keys.
I believe it is saying that without self custody, the whole experiment fails. Which is of course, self-evident. No?
