Bitcoin is not the NSA, Bitcoin cuts off funding from states, if someone from the NSA developed Bitcoin they will be dead 😂 .
At most Bitcoin is a great tool for getting insights into public transactions and maybe making their job easier.

So I always maintain it is very possible Bitcoin was a state creation.
The banking system is 100% transparent to the state, no need for an alternative network to spy on your minions. Especially an alternative network that has the added feature of defunding the banking ponzi by means of self-custody.
