Is #figma a WYSIWYG editor that produces the code for what you've designed for whatever device/application your designing for?

Do people build websites in this thing and HTML gets pooped out the other end?

If this is the case, has figma solved the crappy ass experiences people complained about 10 years ago with WYSIWYG editors?

Almost. You can get CSS out of it, but it doesn't give you HTML. I think almost everything is a floating element, so you can't make a responsive website out of it. I do know it uses WASM, though, which makes it (relatively) blazing fast as compared to other similar web-apps.
