i don't know about the law. let's say a lightning node forwards a transaction. it transmits money. without taking custody. or is the transmitting part interpreted differently by the law?
According to the legal theory put forth by the DOJ, the Lightning node operator, mainnet node operator, miner, software wallet developer, & hardware wallet engineer are all unlicensed money transmitting businesses. They all "facilitate the transfer of funds by any and all means".
