Women do not reach maturity until 16-18 years old and probably peak at 24 years.

Female humans mature more slowly than female chimpanzees but can reproduce faster, smashing overall chimpanzee reproduction rates over a lifetime.

So human evolution favored older, slower maturing females over younger ones.
