For anyone struggling to subscribe to the new bitcoin-dev mailing list on Google Groups without a google ID.
Check that your email is NOT linked to any google ID. (ie Alternative Email, Recovery Email, etc...)
Removing mine from a relation to a google account fixed it. There is no documentation on Google side about this.

It's very easy. Assuming you took care of the above:
1. email bitcoindev+subscribe at googlegroups com
2. after you get the notification, the clicking didn't work, so just send a NEW email to bitcoindev+subconfirm at http://googlegroups.com
This worked for me.
