Vandalism is a crime.
The people allowing it to happen are equally guilty.
But, that said. If the painting had historical value, then shouldn't they take appropriate measures to keep it safe?

Hard to say. I'd gather that this could very well be a staged incident.
Yes, they wouldn't let anybody get close enough if it were real. I would think. It something looks off to me.
